[squid-users] cygwin: ipcache_init: DNS name lookup tests failed.

adding the tag
dns_nameservers 172.30.1.1 172.31.1.1
to the squid.conf,
the same to resolv.conf
and proofing with
bash-2.05a$ nslookup
Default Server: obcell02.xxcenter.xx-net.de
Address: 172.30.1.1

squid still does not want to start and produces the error message>
ipcache_init: DNS name lookup tests failed

what can I turn off in the conf?
