always_direct allow ...

forces Squid to go direct, ignoring any cache_peer lines you have.

never_direct allow ...

forces Squid to never go direct, requiring the use of a cache_peer.

If neither is allow, then Squid usually tries to use uses a cache_peer
for requests where the request may be served from cache, else direct.

If both are allow then always_direct have higher priority.
