Some OS:es are a little picky about restarting services when there has
been active traffic on the service prior to restart. Squid tries to tell
the OS to relax a little, but it seems the OS:es are not always
listening to this request.
If this is the cause, then waiting a short wile and then start Squid
again should fix the problem.
