I have 'solved' the problem by ditching Squid 2.4.STABLE1 running in cygwin,
in preference for SquidNT (Squid 2.3 STABLE 5 for Windows NT 4.0 & WINDOWS
2000).
SquidNT works fine, even with Tomcat4.
I still have no explanation for the Squid(cygwin)/Tomcat4 incompatibility.
But as long as I have something that works I'm happy.

considered a fresh both in the browsers cache and in the Squid cache in the
Tomcat 4 case.
But it is a bit odd you get HTTP/1.1 replies. You should not..
I would suggest clearing your browser and Squid caches. Perhaps there is an
old copy of index.html cached that Tomcat thinks is more current than the
current Tomcat 4 version.. (such things can happen if a new file has a date
that indicates the file is older than the old copy...)
