Squid FAQ(http://www.squid-cache.org/Doc/FAQ/FAQ-6.html#ss6.7) says:

TCP_HIT

A valid copy of the requested object was in the cache.

TCP_IMS_HIT

The client issued an IMS request for an object which was in the cache and fresh.

(IMS stands for If-Modified-Since)

Kancha> TCP_HIT - 20%
Kancha> TCP_IMS_HIT 28%
Kancha> TCP_MISS 44%

Hit rate (48%) is higher than miss. I think it's enough, at least for me:-)
