Is this a Linux-2.4 based system?

IIRC ftp.compaq.com is one of the servers identified as crashing if one
has ECN enabled.

Try
  echo 0 >/proc/sys/net/ipv4/tcp_ecn

If it helps, then bug Compaq, telling them that their firewall is
broken, blocking anyone who have support for the new proposed internet
standard ECN.
