Not without hand-patching. Recent 2.4 also wants a copyright variable
in all modules, but it will just issue a warning on loading is it
doesn't have one. I don't remember any other changes (if any) that I
had to make to get it to work.

I have a patch for 2.4.8 that I'll send you via private email. It will
still require hand-patching. I've pretty much stopped using ip_wccp, in
favor of a patched ip_gre, so I likely won't be updating this patch any
more (it is a very independent module, though, and doesn't really
require many changes between any given kernel revision--it usually just
needs to be hand-patched).
