Many thanks for the answers.

I've found the problem.
We are using an iptables firewall that check the IANA
reserved address. The address of www.regione.veneto.it is in the range
80.x.x.x that since April 01 is assigned to NIC NCC.
I updated the reference IANA table and everything started to work.
