Make that

cache_peer 192.168.50.100 80 0 no-query default
never_direct allow all

or if you can go directly but prefer to use the ISP proxy when it
works...

cache_peer 192.168.50.100 80 0 no-query default connect-timeout=15
prefer_direct off
