[squid-users] dns lookup failiure, despite squid -D

Problem:
After typing squid -D the following errors (shown far below) appear in
/var/log/squid/cache.log

I am running redhat 7.3, squid 2.4STABLE6

resolve.conf is empty as this squid server intentionally has no route to the
internet, it is used to query a set of other caches which do have internet
access.

I have added the line:
never_direct allow all
to squid.conf with no joy.

How do i get the problem cache to work correctly?
