[squid-users] Never direct?

Why do I get this message?

ERROR

The requested URL could not be retrieved

While trying to retrieve the URL: http://home.netscape.com/

The following error was encountered:

     Unable to forward this request at this time.

This request could not be forwarded to the origin server or to any
parent caches. The most likely cause for this error is that:

     The cache administrator does not allow this cache to make direct
connections to origin servers, and
     All configured parent caches are currently unreachable.

my squid .conf says..
acl cache src 192.168.1.1
#Default configuration:
http_access allow manager localhost
http_access deny manager
http_access deny !Safe_ports
http_access deny CONNECT !SSL_ports

cache_peer cache parent 8081 0 default
never_direct allow all

Really strange? Any one know why it doesnt work?
