A tarball is not like a package--it does not have a database that keeps
up with where it was installed.

You will instead need to manually remove the installation directory and
any additional files that may have been installed by make. If you
performed a simple 'configure;make;make install' than you can simply
delete /usr/local/squid.

# rm -rf /usr/local/squid

And you're done (except for altering your startup to no longer run
Squid--but this is completely outside the scope of the tarball
installation, and probably unique to your environment).
