Squid caches ftp:// URLs just fine. It is only that the URL must be requested
by a HTTP client (i.e. web browser) configured to use Squid as a proxy for
ftp:// URLs.

Squid cannot proxy ftp requests by FTP clients (including browsers NOT
configured to use a proxy), and as a direct consequense it cannot cache such
requests as you cannot send them to Squid. For FTP clients you will need a
FTP proxy if you want to provide proxying capabilities. Some FTP proxies
(i.e. frox) claim to have simple integration with Squid for caching or even
transparent proxying support.
