Unfortunately i'm taking from a REDhat 7 point of view, but try:

1.) iptables -t nat -A PREROUTING -i eth0 -p tcp --dport 80 -j
        REDIRECT --to-port 8080
2.) depmod -a
    modprobe ip_wccp
PS. I had no problems getting WCCP V2 to work. I'm just have a problem
seeing more than one router at a time.
