I posted a message on this topic a couple of days back. At a previous site we implemented round-robin in the browser via proxy.pac (or the M$ silly renaming of it if you like) which randomly set the proxy preference between two servers. The browser, on a per session basis, selected one or the other as the first proxy in the list.

My memory is a little vague on the actual implementation details (too many Guinesses between then and now <G>) but we used a perl script to generate the javascript which ran in the browser. It was the per script which used random selection of two different proxy lines for the javascript. You probably need to look at the docos on how to make a proxy.pac.

One other solution is to simply partition your users into two groups with different proxy settings. Another thing to note is that all servers in our cache chain (4 or five levels) had a default parent and another failover parent. Failover took of the order of a second during the busy part of the day (needs 10 requests to fail if I remember rightly).
