More than a few, but less than many. Things to do:
* Generalise the occurence of redirection in client_side_request.cc aka
client_side.cc
* Add a policy config parameter for how often to show the page.
* Record the last time shown in the user cache entries.
* Prevent user cache ejection if the policy config time has not been
reached.
* Include a link to the original URL in the redirected URL, for the web
server to put on the page somewhere.
