 Ok, is the tcp ecn off as mentioned.
 Verify using :

 % cat /proc/sys/net/ipv4/tcp_ecn

 Output ?

 Check dmesg and /var/log/messages on your SQUID box; when the above
 testst are done. Especially the failing tests, watch for errors related
to
 networking.

 What devices controlled by you are in between , your SQUID box
 and your provider ?
