Hmm.. Squid should send a "504 Gateway Timeout" or "503 Service
Unavailable" if the requested server in the CONNECT request is not
reachable. If it does not this is a bug.

Testing...

Connection refused: 503
Destination unreachable: 503
Connect timeout: Connection closed [bug]

Please register a Squid bugzilla entry describing the bug.
