[squid-users] Connection Failed

Dear Users

 I am using squid 2.3 stable on linux 6.2 box. My machine is
833MHz,40GBHD. I do have a problem these days that When a user browse the
net it returns CONNECTION FAILED ,system returned(111) Connection refused.

Is this a ISP problem or My M/C is having a serious problem.??

I am unable to fixed this problem for some time.

Or simply When does squid returns this message? Is it because of
overloading ?
