Yes. Just define 2 sets of ACLs

First set:

a src type acl defining "every PC including suftstations"

a proxy_auth or other user based acl defining the users who may use the
above stations

Second set

a src type acl defining "dedicated surfstations"

a proxy_auth or other user based acl definint the users who may use the
above stations (surfstations)

Then write one http_access rule per each set giving them access...
