by the way Im using squid-2.4.STABLE6-6.7.3
I added this in my squid.conf and restart squid but window client can browse
without any pasword requirement

authenticate_program /usr/lib/squid/ncsa_auth /etc/passwd
authenticate_children 5
acl password proxy_auth REQUIRED

There is no authenticate_options directive in the current Squid version.
You should probably upgrade to a supported Squid version.

ncsa_auth is included in the Squid source distribution. When you build
Squid you select which Basic authentication helpers you want to use by
specifying --with-basic-auth-helpers=.... See configure --help.
