read-only is not a default setting, and it does what it's name implies.

When a cache_dir is set into read-only mode no new objects will be added
to the cache directory, and no objects will be deleted unless forced by
Squid receiving newer versions of the same objects indicating that the
object in the read-only cache is stale.
