The problems is at a higher level.

Some web sites identifies sessions by the client IP address, forcing the
user to login again when the IP address changes, or simply gets confused
when it does.

If is not a problem of the HTTP protocol but in web site design.

Fortunately the number of such sites is relatively small, so it might
not be a big problem for you.
