I don't normally use frontends, but I do have the impression this is
fully possible to configure with webmin.. but webmin does not guide you
in how such restriction is to be constructed for Squid. It mainly helps
you with the syntax.

In squid.conf this would look something like

   acl before_lunch time MTWHF 10:00-12:00

   acl restricted_stations src 192.168.0.5-192.168.0.19

   http_access deny restricted_stations before_lunch

anywhere before where they are otherwise allowed..
