[squid-users] Cache_peer question

I've two proxies at the student part of our network.
Both proxies can connect directly to the internet.
Proxy A is the parent proxy of Proxy B.
I've add the following line to squid.conf of Proxy B:
cache_peer 192.168.0.10 parent 3128 3130 no-query

I want that Proxy B goes directly to Internet if Proxy A failed.
But when Proxy A works well, Proxy B may not connect directly to the
Internet.
Is this the default situation in Squid or have I set up some rules for it?
