You are blocking request mime types... not reply mime types..
See the rep_mime_type acl type and http_reply_access.
But maybe blocking request mime types is what you want to block for
these specific mime types..?
Request mime type: mime type of the request body sent by the client to
the server as part of a PUT or POST request.
Reply mime type: mime type of the reply sent by the server in response
to the request.
