With a network setup like
Internal net -> Squid 1 -> Squid 2 -> fast link

slow link
is there a way to tell squid 1 to forward all requests to squid 2 and if it
gets no response (actually, if it gets a timeout response from squid 2 - the
fast link being down), to fetch the URL directly?
Squid 1 is of course assumed to have tcp_outgoing address on the slow link.
