Hi All!
REPORTING: SUCCESS!
I have just read several articles on the subject and following the advise
from Henrik (thank you!), my java acl works with a wrapper!
Seems to be an inherent problem with ld and the way the JVM is working...
for whatever reason J2SDK 1.4.1, has only compiled tools and no wrappers.
Hope this will be of use to somebody!

Squid as such does not care about such things.
It is either set in the environment from where you start Squid, or in
the helper started by Squid.
If set in the environment from where you start Squid then the library
path is also set for Squid itself.
If set by the helper started by Squid then the library path is only used
by what is run by that helper.
To have it set in a specific helper you can easily make a small script
wrapper which prepares the environment for running that helper, and have
Squid start this shell wrapper instead of the actual helper.
