Frank,

        The best way to do this is to make it impossible for your end-users to
access the Internet your networks point of connection to the Internet.
This is something that you need to do with a firewall to block all
internal requests to the outside world from all computers, save the
server that requires a connection and other "privileged" PCs.

        This not only secures your network, but also gives you greater control
over the traffic and provides better security. Doing so will stop users
from using Yahoo! Messenger, AIM, MSN Messenger and other chat programs
as well as any file-sharing applications that trade files over the
Internet.
