Not really.

The term cache swap in Squid is the disk space in your cache_dir.
Objects are swapped in and out to this disk space as needed by Squid.
Objects saved to disk is swapped out, cache hits from disk is swapped
in.

This is not related to the swapping of virtual memory performed by the
OS, but quite similar in some aspects.
