If nothing else you always have squidclient.

I do recall Lynx having support for file uploads however.

I really don't have any idea where to look on this one. Have not seen
any such symptoms. But maybe there is some issue with your firewall
rules, or you are doing some kind of traffic shaping or something. Or
maybe there is an IP conflict messing things up? (but that should be
noticeable on lots of other traffic I suppose)
