[squid-users] safe ports in default squid.conf

i would advise to exclude ports 6667-7000 from 'safe ports' listing in
default config , and mark them as 'irc ports'

this would prevent users of proxy from visiting /abusing irc servers, as most
of them are very fragile, and rely on proper IP adress.
