Then you are using a transparent proxy..

Don't have interception rules installed unless you wan to use them. If
you want that each user should have the proxy settings done then a
good tool instead of redirecting to the proxy is to redirect requests
sending them to a web server giving instructions to confiure the
proxyt settings.
