No, but it can fulfill requests for ftp:// objects sent by HTTP clients
configured to use Squid as proxy (i.e. browsers, or other ftp programs
who know how to use a HTTP proxy)

It is however possible to run a FTP proxy on the same server as Squid.
There is numerous good FTP proxies around. One which is relatively
frequently mentioned together with Squid is "frox".
