WCCP has two separate channels of communication - the registration process
which is carried out by Squid itself and the encasulation/decapsulation
process which is carried out at kernel level.

Type the following on your Cisco box:

Term mon
Debug ip icmp

If you get destination unreachables back from your squid box, it usually
means that the wccp/gre'd packets are not reaching your wccp module - check
that your module is loaded and that your iptables rule(s) work
