It is not in Squid-2.5 because Squid-2.5 was already in STABLE state when
the patch was published to the community, making it too late for review
and merge into Squid-2.5.

It is not in Squid-3.0 betas because the author is not yet finished with
the thests of the Squid-3 version of the patch, further Squid-3.0 is in
feature freeze trying to become STABLE quality, not allowing new features
in the official Squid tree until Squid-3.1 development starts.
