The packets are decapsulated by the selected WCCP GRE module.

If you do not use the NAT rule then the decapsulated packets will be
routed by the Squid server back towards the Internet, and all you have
acheived is that the port 80 traffic will use a slightly different path in
your network than other traffic. Or worse, if your Squid server is behind
the same router then there will be a forwarding loop as the packets will
then be redirected again by the WCCP router (until the TTL expires)...
