[squid-users] Is bandwidth shaper required?

Hi,
I have installed squid and using it's delay pool and
acl features to limit bandwidth of indivisual user.
I am told that with this I can restrict only
downloading speed. Squid is not useful for monitoring
uploading.
As per my knowledge Downloading and Uploading are
releated to each other since packets goes to and fro.
So if I monitor downloading propely with squid, Do I
have to use bandwidth shaper such as HTB to restrict
uploading?
