  The correct syntax would be :
 
     ./configure --prefix=/usr/local ....

  If that is done; then you should find squid in
  
     /usr/local/sbin/squid
  
  if I am not mistaken.
  
  If you did not use configure in that manner, I advise to start
  all over.
