But I guess users have different windows profiles.
So you can enable Webmin CA and issue certificates only to users allowed to
access webmin (wuth different system privileges, if you like ...).
Webmin gives a great deal of options for authentication (you can also use
Squid-like external autehtication).

Use Webmin ACL's to define who can connect. Open up webmin with your web
browser and go to the webmin properties. You can specify ranges of IP
address or a single ip that will allow a connection.

I've set-up Squid to block access to port 10000, to stop my users accessing
Webmin on our servers.
This works fine for external domains, like http://www.cnn.com:10000 - I'm
not suggesting Webmin is running on cnn.com, but just as an example.
This however doesn't work for http://server.ournetwork:10000 or
http://192.168.1.1 - even though our web browsers do not bypass Squid for
any resource.
