It is a problem with your outlook express.
Go to Tools > options > send >
Change the mail sending format to Plain text.
Click the Plain text options and change to Uuencode from MIME version.

If so stop the compilation. Change the #ulimit -Hsn XXXX
Then configure with the modifications,can you now get the changes on FD_SETSIZE value.
Are you configuring and compiling the squid with root permission?

what is your /proc/sys/net/ipv4/ip_local_port_range settings?
why you are going for this 157272 limit ?
It is enough to have 32768 or 32768*2 limit __FD_SETSIZE as the maximum requirement.
