When you do update the file make sure the file modification timestamp is
set to "now" each time the file is changed. This will make Squid notify
the update correctly.

If you switch between files with different modification time without
resetting the modification time only the most recent version (in terms of
file modification time) will get cached in Squid, as when Squid asks your
server if there has been any changes when you have switched to a file with
a earlier modification timestamp your server will indicate to Squid that
the version held by Squid is current because it is more recent than what
is currently available on the web server...
