  - Squid version ?
  - OS/platform/version ?

  - What is the HTTP port specified ?
  - What's in cache.log ?

  + Check whether the HTTP port is in use with :

        % netstat -a

  + If the HTTP port is in the priviledged range then SQUID must be started
as root.
