For some of your users, it's enough to just block the first request (audio/x-scpls), as I think that is the "launcher" using a browser.
But others can still launch the stream (at 213.246.39.136:8000) directly from Winamp.
The only way that I come to think of right now is to mark port 8000 as a non-safe port in Squid. Most (but certainly not all) uses port 8000 for Winamp streaming.
