[squid-users] how does 'delay_pool' work ??

Hi there..
I've been wondering about this for quite sometimes.. searching the
internet doesn't come up good..

for instance i have this design:

the Internet ----- router ------ squid-proxy ------- clients

I know that delay_pool could directy control the bandwidth between
the proxy and clients. But how does delay_pool control the bandwidth
between the internet and the proxy server ??
