Try as,

    acl a src 172.16.4.1/32
 so that individual ip-address has to be with netmask as 32 there.

> acl leisure time 16:30-18:00

> http_access allow a
> http_access allow b
> http_access allow c
> http_access allow !a !b !c leisure

Execute ./squid -k parse to check acl settings again.
