FIRST_UP_PARENT means :
The object was fetched from the first parent in the list of parents.
If ICP/HTCP timesout then SQUID prepends the string TIMEOUT_ to
the result code in access log.
So in this case it probably means that an ICP query to the first
defined parent failed.
