you did not show how you are blocking fils
any way i have an ida for you to block extantions and allow \.exe$ on
microsoft and symantec.com

acl exefile url_regex -i \.exe$
acl otherfils url_regex -i \.mp3$ \.mov$ \.ram$
http_access deny exefile ! allowdonloading
http_access deny otherfils
