Not in this case however. The time of the request is very long (second
column in access.log)

The access.log entry indicates the Squid server could not connect to
www.cibc.can-act.com port 443 for some reason. Either due to network
incompability due to as ECN or similar TCP extensions not understood by
something in the path or firewalling at client or server side blocking the
access, or simply that the web server was down at the time.
