No firewall in between browsing machine and squid proxy. Squid proxy
parent is another proxy running Netscape proxy. Browsing machin and
both proxy are same network.

WIth same prowser settings (only change is proxy address), I am able
to browse secure sites thru Netscape proxy.

YES.
in IE user SSL 1.0 & SSL 2.0 both are checked. Anyway same browser
setting is acceesing the same secure site thru Netscape proxy.

In access.log, entry is being logged as-
